The Nixon administration sought to organize its relations with the Soviet Union around the concept of DÉTENTE. ARMS CONTROL agreements, such as those emerging from the STRATEGIC ARMS LIMITATIONS TALKS, and increased trade were examples of détente in action. The Nixon administration also expected the Soviet Union to refrain from challenging Western interests in the Third World. Soviet leaders, however, did not share this interpretation of détente.

This treaty signaled the formal diplomatic recognition of the United States by France. As expected, Great Britain responded with a declaration of war against France. ” Both states also agreed not to sign a separate peace with Great Britain. American diplomatic efforts now turned to Spain, which was offended that France would enter into an agreement with the United States without its consent. Spain viewed the situation in North America differently from France.
