This first locomotive was little more than a toy, but it got business-people and politicians interested in the possibilities of rail transportation. Five years later, the state legislature granted Stevens a charter (official permission) to build the Camden and Amboy Railroad; Stevens had selected the route years before. Track was laid, and the line went into limited service in 1833. At first, horses pulled the passengers' cars, but Stevens soon imported a British-made steam locomotive, the John Bull.
